Doesn't it occur to anyone that if you keep your child under control (now there's a concept that should be explored in great detail) that most of these accidents would not happen? Far too many parents don't bother to parent. Don't know what they think they are supposed to do with these little humans they created but being an adult and expecting good behavior doesn't seem to be high on their list.
